Abstract


Industrialization and urbanization are unavoidable when social develops, which can not only result in the change of the population structure, employee structure, urban-rural structure and ecological issues, but also have directly influenced the land use change. The most obvious change is that a large amount of farmland is occupied by non-agricultural land use, such as urban infrastructure, industry construction and so on. The process of farmland conversion has offered the essential land resource our country’s development, but on the other hand has even produced not a influence, which has caused the irreversible losses of a large number of cultivated land and a series of ecology and social concern at the same time.As a kind of irreplaceable resource, farmland can not only provide social the economical value, but such non-marker value as ecological and social value. In current market system, non-market value can not be reflected, which have caused excessively farmland conversion, and the land resource can not be distributed rationally. So, this paper comprehensively comb non-market value system of farmland, and calculated the non-market value of Nanjing’s farmland by investigation, and then amending the economic decision function of farmland conversion, aiming at offering the theory and real example basis for Optimal Allocation of farmland resource and offering countermeasure and measure for controlling the quantity of farmland reversion.Briefly at first, the paper has introduced study background and meanings, relevant concept defining, goal in research and research approach, data source, etc. and then reviews study progress of non-market value assessment of farmland, farmland conversion and farmland resource allocation both at home and abroad. Then the relevant theories disposed to farmland resource allocation have been combed, and the paper constructs the theory framework of Optimal Allocation of farmland resource, from the angle with unified economic benefits, ecological benefits and social benefit especially. Subsequently, on the basis of the classification of farmland non-market value, the paper calculated the non-market value of Nanjing’s farmland by investigation and material collating. Finally, applying the result of calculation to Optimal Allocation of farmland resource model, using the C-D production function, the paper calculated the optimal quantity of farmland conversion in Nanjing from 1997 to 2007.Based the study described above, the main conclusion is as follows:(1) The farmland also has ecology and social benefit besides benefit of producing of economy, and with the development of cognitive level and economic, ecology and social benefit will be more and more obvious. The non-market value of farmland is enjoyed by people, but it has not been reflected in the market. So, in order to realize the continuous utilization of the land resource and sustainable development of economy, the non-market value should be introduced to the market system. (2) The non-market value of farmland is relatively great. Investigation indicated that, more than 90%of the citizens think the reduction of farmland area will influence their life for the future indirectly or directly,66.77% of peasants think confirm the existence of the farmland non-market value. The investigation also indicated that, the non-market value of Nanjing’s farmland is up to 221375.69 yuan per hectare,7.93 times that of its unit annual output.(3) The unique method of harmonizing the farmland protection and economic growth is reasonably to select the amount of farmland conversion. Because such reasons as the market does not work,3406.3 hectares of farmland in Nanjing was been excessively taken up, which accounted for 26.50% of the optimal conversion areas between 1997 and 2007.
