Abstract


Electricity is an advanced productive forces and one of the basic country industries, which plays an important role in promoting national economic development and social progress. The construction of electricity is related to the socio-economic development and people’s daily lives, especially the construction of electricity grid. With the accelerate of our country’s electricity project construction, especially experienced the large area power shortage at the beginning of the 21st century, a large number of china power grid enterprises have launched Power Transmission and Transformation Project, and the project investment increase gradually. The features of electric power transmission project construction are cost large, construction cycle length and technical complexity, which add the factors and probabilities of risk happening. So, it becomes more and more important about how to enhance the level of electricity project management, especially the level of the project risk management, and how to reduce project risk and increase investment profit.Standing on the Power Grid Enterprise owners’side, this paper summarizes and analyze the risk factors in the whole process of general electricity transmission and transformation project management. This paper combines the features of transmission project and construction procedures in power market. The author tries to find the source of electric grid project risk and common law of the power grid construction projects. This paper analysis the risk features in different stage of project construction with the current project risk management theory. And the author summarizes the risk about government policy, regional economy and technology and so on, combined with the actual situation about Andong Station 220kV transmission project practical application. According to the actual situation of the project, the author proposed the specific policy of risk avoiding.
