Abstract


Low-rent housing policy is China's social security system is an important part of the development of low-cost housing construction related to the well-being of vulnerable groups and social stability . However, due to socio-economic reasons, China 's low-rent housing construction is facing financial bottlenecks , low-rent housing for urban housing supply can not meet the needs of vulnerable groups , a structural imbalance in the current real estate market is one of the key issues . Low-rent housing with social security and public welfare , etc., in the construction of low-rent housing development financing channels , is still stuck in government appropriations , social security and other purely financial support on policy . Therefore, based on the operating characteristics of low-rent housing , to take a wide range of innovative financing sources to meet their financing needs . This article from the status quo of low-rent housing finance and foreign public housing system starting lessons , in-depth analysis of low-rent housing construction in Harbin City in the presence of various issues , existing types of financing obstacles and defects, and by analyzing the Harbin City low-rent housing supply aggregate demand for funds , a measurement of the current low-cost housing in Harbin construction funding gap , low-cost housing for the current financing Harbin single issue , raised in the financing channels should not be limited to improving the existing policy financing channels, the introduction of private capital should be appropriate , the use of market -oriented financing channels and make effective regulation and regulatory measures ; propose the creation of REITs and BOT financing , two financing methods discussed in detail the necessity , feasibility and basic framework and mode of operation , etc., and the corresponding policy recommendations .
