Abstract


With the development of the society, energy sources and environment problems have received significant attention due to their important influence to the human beings. Burning the fossil fuels can draw out a large amount of greenhouse gases such as carbon dioxide (CO2) to the air, which can cause the environmental deterioration problems such as global warming. Nowadays, China as the second CO2 emissions country was under the high pressures of the energy saving and the emission reduction. On this background, the business operation model and the incentive measures for CCS (CO2 Capture and Storage) in China are studied in this dissertation, which aims at providing some policy support for the general applications of CCS in China.Firstly, the capture and storage of CO2 and the corresponding expenditure are analyzed based on the academic issues related to CCS, respectively, and the amount of CO2 emission in the international market and the domestic market are evaluated, then the statement of CCS and its market are described. Secondly, the meaning of the value chain of CO2 is explained, the engineering venture, the niche market, and the potential consumer of CO2 in the CO2 value chain are analyzed based on the analysis of the value chain, respectively. Thirdly, the business operation model for CCS in the electric power industry is studied in this dissertation. The concrete business operation model is designed, which mainly includes three important elements: the power station, the CCS marketing operator, and the CCS storage operator/site. The economic attributes of the three elements in the proposed business operation model are analyzed from the point view of the market targeting, the implementation approach, and the market risk, respectively. The CCS marketing operators are sorted based on the aforementioned analysis. Finally, some suggestion of the management and incentive measures of CCS are proposed to ensure the success for the designed business operation model.The power station should undertake the obligation of the CO2 emission with the governmental guarantee of the carbon tax and the policy of the carbon supplying combined with the power supplying. Meanwhile, the power station can sell CO2 to the CCS marketing operator with an appropriate price. These can construct the basis of the business operation model based on the CO2 value chain. Under this basic frame, the various members in the CO2 value chain can make the decision about their investment and the management according to the comparison between their income and the running cost. It is obvious that the aforementioned business operation model based on the CO2 value chain can only be realized under the condition of the majority market. In the initial procedure of the development of CCS, the identification of the niche market, the financial fund support, and the mixed operators are still the critical conditions to the CCS business operation model.The economic attributes of the composed elements in the proposed business operation model for CCS are analyzed in this dissertation by some innovative methods. Based on this analysis, the business operation model for the future running of CCS with the corresponding instruments to make it more market-oriented is proposed. The business operation model for CCS is academically and systemically studied in this dissertation, which has a strong practical guide meaning.
