Abstract


Nowadays. there are many problems in management of running state-owned asset in water field. It is the both the requirement of national economic system reform and the demand of water sector reform to carry out running state-owned asset management reform.Currently. many researches on running state-owned asset management and reform in water field have been carried out by both the managing agencies and the academic bodies. and some theoretical outputs and practical trials have been achieved. However. up till now. an integrated theoretical system hasn’t been shaped. and the theoretical structure is also not perfect. Overseas countries have a compared long history for state-owned asset management and running. as well as advanced managing experiences and measures. However. due to the difference of national situations and system between China and overseas counties. those experiences and measures need to be analyzed and researched dialecticly before we learn and absorb the useful parts and abandon those parts that cannot match the Chinese national situation.This paper is trying to summarize the outputs of researches on running state-owned asset management and reform in water field have been carried out by both the managing agencies and the academic bodies. It also analyses the status quo as well as advantages and disadvantages in current management on state-owned asset in water field by surveys. comparisons and theoretical reasearches with researching economic. managing. social and financial measures. Overseas experiences in running state-owned asset in water field have also been borrowed in this paper while researching. With a summary of theory and practice in 6 sectors as policy. system. concept. management. supervision as well as allocation. this paper advances 3 innovations as (1) to establish a representative system for contributors and supervisors of state-owned asset. (2) to form a complete supervising mechanism and system. and (3) to establish an executive stock option mechanism. These will serve as suggestions and advises to policy-makers. and help realize the maintenance and appreciation of value of running state-owned asset in water field. as well as sustainability of water resources.
