State Capacity refers to the summation of energy and power which help state obtain and use social resources to assure the validity of its policies and volition, maintain its own steady existence and development, realize its goal. The state capacity of China is very strong in preindustrial age, weak in industrializing age and recovery after thirty-year’s reform and opening. Especialy on the crisis moment, the great power of China catchs the sight all over the world.The government crisis management ability refers to the total potential which can explode in a crisis.We shall have a comprehensiver and profounder look on the present situation of State Capacity to research government crisis management. The thesis is based on theory of state capacity, state and society interaction theory, governance and good governance, Take the Tangshan and Wenchuan Earthquark for example, according to a large number of literature Research, use comparative research and the realism political philosophy method for research. From the research, we can see the improvement and transformnation of state capacity in China are caused by many factors, one is the finance, the other is development of politics and politicial public management, however, there are also some room to promote which needs a further research.On the structure, The first part (chapter 1), Focuses on explaining the State Capacity and its main structure, defining the crisis type incident, the government crisis management and other related key words; The second part (chapter 2 and 3), take comparative research of disaster relief capacity in Tangshan and wenchuan earthquark, Which two just happen before,either on thirty-year’s anniversary of Chinese reform and opening. The author takes five indexes including emergency organization system, warning procedure, the emergency response procedure, emergency resources guarantee and after action review procedure, to describe the present situation of the government crisis management in this two periods;The third part (chapter 4), combining the two situations of the earthquake relief, take a comparative research of China state capacity and soft power, then analyse the power of China today; The fourth part (chapter 5), clears three factors which are actively responsible for emergency to access to efficient state capacity, at last, analyses how to improve the state capacity of China.
