Abstract


Whether in the United States or around the world, The Master Plan for Higher Education in California is regarded as the first-class model of formulating the statewide master plan. When the Organization for Economic Co-operation and Development (OECD) studied higher education planning of some countries, they specified California as a "country", calling on all the Member States to study the implementation of the California Higher Education model at the Paris conference in 1963. Deemed as one of the most important education policies in American higher education history, now the Master Plan for Higher Education in California is still deeply influencing the development of California higher education and the United States. Facing the success of the Master Plan for Higher Education, we can’t help asking, what had happened in the forming process of the Master Plan? Who are the participants? Facing the similar problems arising in our higher education’s development, what inspiration can we get?Using John W. Kingdon’s multiple streams framework, this paper will analyze the problem stream、the policy stream and the political stream of the formation of the Master Plan, and then we will analyze each of the participant’s function in the three streams. Meanwhile, we find out the trigger mechanism and the policy window of the Master Plan formation, building the multiple streams model of the California Master Plan of Higher Education.Based on the above analysis, this study suggests that, besides the rationality of its content, the California Higher Education Master Plan’s great success is because of the formation process of the scientific. Summarizing the successes of the formation of California Higher Education Master Plan, we should:(1) Grasping the practical issues of higher education; (2) Letting all stakeholders involve in the coordination of the development of balance;(3) Attending the Principal functions, establishing the correct focus;(4) Strengthening the coordination and cooperation between the government and higher education system.
