Abstract


The financial crisis swept the globe in the last years. The world economic recovering provides a wider space to China’s industrial upgrading and technological progress. The traditional model of industrial upgrading is mainly dependent on imitative innovation and introducing foreign advanced technology. This doesn’t play a fundamental dynamic nature of the subjects inside the industry and also doesn’t stimulate networking within the industry’s open innovation model. Open innovation is a kind of very important practical significance innovation. Open innovation is a kind of very important practical significance innovation. The core idea is the inflow and outflow of innovation source, which in a more open and strategic view to resources, and give up the previous closed developing concept. From the perspective of network opening innovation, the industrial inside is a net system combined by government departments, universities, research institutes, financial institutions, intermediaries and other main department. It’s a more complete actor, and the links between the net out and in are closer. While the open innovations also possess the same actors, therefore, the promotion of network open innovation to industrial upgrading will have the unprecedented advantage.The purpose of this article is based on the some of the drawbacks of industrial upgrading under the traditional mode of existence, researching the feasibility analysis of China’s industrial upgrading under network open innovation and discussing its operation mechanism in-depth. This article studies a lot of related literature first, summarizes the theory of industrial innovation systems, industrial upgrading theory and formation of the theory of open innovation. Then, analysis the current situation of China’s industrial upgrading. On this basis, discusses the feasibility of upgrading by open network innovation the industrial and operation mechanism. Finally, it proposes appropriate policy measures to the industrial innovation on the restrictions imposed by open innovation.
