Abstract


Current , along with in-depth of Zhengbian integration strategy implementation and construction in Zhengzhou strongly promoting Zhongmu County economy rapid development , the broad masses of peasants growing awareness of democratic participation , all kinds of problems , conflicts and disputes involving the interests of the masses of peasants increased significantly , petition the peasant masses to a lot of choice , the various problems of processing difficulty increases significantly and restricting Zhongmou County, the pace of development of reform and opening up , to some extent, affect , influence and restrict the global stability of work . Therefore based on practical, innovative thinking how to effectively protect the broad masses of peasants in the village work better citizen participation , and how to better exercise their democratic rights , the full expression of the democratic will of the new issues for the development of grass-roots democracy in the new situation .
