Abstract


Village affairs is the objective and the inherent requirements of the villagers 'autonomy, is the deepening of the Villager Autonomy, is a core part of the villagers' autonomy, but also the rural reform of the political system and an important move to expand the rural grass-roots democracy. With the deepening of the rural grass-roots democracy-building and democratization, the party and the government unprecedented than ever greater emphasis on village affairs and democratic management work. Since the fifties of last century, China's village affairs have experienced a nationwide brewing, built in the early popularity of the rapid development and the deepening of five stages, and achieved remarkable results, but with At the same time we should be soberly aware that there are still some practical issues of concern to all parties in the village affairs work. To solve these problems, this paper, a method of combining literature and empirical research, the promotion of village affairs from the research aspects of the existing problems, solution and villagers' autonomy development trends, to carry out the affairs of the village Dongxing victory public practice work, and summed up from the factual findings demonstrated by some of the major issues in the actual implementation of village affairs, and thus the sense of participation from the laws and regulations, the administrative system, the performing organization, the masses, a comprehensive analysis of the problem arising from deep-seated reasons, and put forward corresponding countermeasures. This paper argues that, to promote the further development and improvement of village affairs and democratic management of village self-government context, we should focus on both macro and micro aspects proceed. At the macro level, we want to focus on to improve laws and regulations to start insist on village affairs and village self-government combined to strengthen the system construction, improve the system of village affairs and democratic management system in order to improve the level of villagers' autonomy. First, we must strengthen the organization and leadership, improve the leadership system and working mechanism, clearly the responsibility of the county and township Party committees and governments should also give full play to the core of leadership of the rural grass-roots party organizations; The second is to improve the village affairs at the micro village affairs specification form, time and basic procedures; democratic evaluation of village cadres to implement the system and establish and improve the incentive and restraint system of village cadres; transformation of township management functions, leading to the township administration and the villagers' autonomy convergence; Fifth, to build three-dimensional monitoring network, and strengthen oversight and supervision and inspection, listen and deal with the opinions of the masses; six is ??to make use of modern science and technology to promote the village affairs and democratic management of information technology; seven to vigorously develop the rural culture and education, improve the awareness and ability of farmers to participate in politics. The innovation of this paper is not only a comprehensive analysis of the problems of village affairs and democratic management of the deep-seated reasons, but also from a system perspective some constructive suggestions and villagers' autonomy future trends, and strive for the future village affairs exploration of the development of a truly effective way out.
