Abstract


China's natural disasters, a wide range of natural disasters has become a constraint sustained and rapid development of economic and social stability and harmony of the important factors. Emergency supplies security is the basis for disaster response, disaster response is directly related to the success of the work. Disaster emergency supplies supply system constructed for the protection of disaster response work, to maintain stable economic and social development are of great practical significance. Governments at all levels and natural disasters in the long struggle to develop a series of principles and policies, initially established a disaster supplies our working system. However, due to China's protection of natural disasters, lack of emergency supplies, disaster supplies Mobilization and preparatory mechanisms unfounded, the existing system of disaster supplies far unable to meet China's natural disasters brought about by the material support needs, and the developed countries emergency material support capabilities, there are still large gaps. In this thesis, the post-disaster emergency supplies theoretical research as the basis of supply and demand protection, based on a 2008 snowstorm and the market response to the government during the investigation process, summarize and analyze disaster emergency supplies supply system of the existing problems, and emergency supplies for the country's disaster preparation system, proposed under the new situation of emergency supplies preparatory mode, meanwhile, learn from the U.S., Japan's disaster management experience in material supply system, emergency supplies for the current system of the main problems, proposed a series of emergency supplies System of policy recommendations, disaster emergency supplies for our system construction providing countermeasures reference. Besides the introduction, this article includes a total of five parts. The first part, emergency supplies and protection of the general theory.
