Abstract


Chinese traditional moral integrity is one of the most important moral code of conduct, but also the objective requirements of a modern market economy . Government, as the administration of the State , in the exercise of the rights of States to fulfill administrative functions to manage the process of social and public affairs services to the people should insist on sincere , honest to win the trust . This is especially true of building a socialist harmonious society and building a moderately prosperous society in the new situation, the Chinese government integrity become the focus of public concern , and the last two years some unexpected public crisis , further exposed the local government 's credibility crisis , so explore Government's integrity has important theoretical and practical significance. In recent years, from the Sanlu milk powder incident to the nearest Shanxi vaccine incident , similar to public safety incidents are common. Government lack of integrity will lead to administrative inefficiency , administrative costs rise, the market can not be efficient allocation of resources , the local investment climate , which affects the functions of the government of the play, waste of social resources , and thus hinder the suppression of local development , and ultimately affect the social harmony and stability. Therefore, to enhance government integrity of the building , is to reverse and prevent the government credit crisis inevitable choice is to win public recognition, improve administrative efficiency inevitable choice is better role of the government in economic development and social progress of the important functions of the inevitable choice . Based on the above understanding , the integrity of the government to define the concepts , and theoretical analysis and case analysis method of combining in-depth analysis of the performance of local governments lack credibility and its root causes , from inside and outside the government proposed the establishment of modern philosophy to strengthen the integrity of honest government and moral construction , standardize administrative actions , implementation mechanism to build credibility and integrity of government archives , improve information disclosure system, strengthening civil cadres eight aspects of countermeasures . The government sought to demonstrate that a practical way to build credit system , to accelerate the reform of government functions , improve administrative efficiency to provide whatever thinking .
