Abstract


Food safety is one focus issue in public management research. It related to people’s physical and mental health and people’s livelihood. Guangzhou, as the one of the city that has a large of food production enterprises and food processing workshops in our country, which set up defences for food pass in and out. Guangzhou’s food security situation is not optimistic . The government and related departments how to make sure food safety has become public problems which urgent to be solved. The article puts forward Guangzhou to should build a sound food production enterprise quality credit supervision system, in order to solve some problem of Guangzhou food safety supervision.At present, Guangzhou has not yet formed a unified regulatory system for food enterprise’s quality credit. This paper analyzes its not forming reasons: enterprise credit system of the local laws and regulations are not perfect; the government departments linkage is insufficient; lack of a unified enterprise credit information database; and the credit-rating agencies hasn’t enough authoritative; food enterprises are short of quality and credit consciousness; credit education and culture cannot be synchronization. Some problems may come into being: some food enterprise managers neglect moral and social responsibility; leads to the asymmetric information of food safety; food risk early warning mechanism is not worked, and it has been difficult in tracing and retrieving of unqualified food. A unified credit release mechanism is not works well. By use of comparative analysis, field investigation, combining quantitative and qualitative methods, using the principle of enterprise credit, this paper built a food enterprise quality and credit supervision system, which has credit, early warning, traceability and released four functions. The Delphi expert assessment method be used to determine food enterprise quality and credit evaluation indexes and weight. To the enterprise credit rating, set up best trustworthy ( (Class A ), better trustworthy ( (class B), untrustworthy ( class C) and serious untrustworthy ( class D ) respectively. And an evaluation results release mechanism is built. Finally, the food regulations of government cost are analysised, put forward the method that according to the credit classification undertook supervision by information. Take the supervision resources to low quality credit rating business, industry or field tilt for saving the government cost, enhancing the effectiveness of supervision.
