EU has made remarkable progress in regional integration in recent years, however, the economic homogeneity required by integration and the heterogeneity caused by enlargement pushed the EU integration to an awkward situation. In correspondence, on one hand EU extend its regional policy to new member states, and on the other hand it admits the huge gap between old and new member states and strengthening cooperation between certain qualified member states, mainly the old member states. In this context, what is the truth of market integration between the old and new member states? Is there some kind of market segmentation between these two groups? These are what this article aims to answer.The article selects cross-sectional data of intra-EU external trade in 2000,2004 and 2008. By using the most popular quantitative model-Gravity Model, it figures out the Border Effect and its evolvement between the old member states and new member states. In order to specify the direction of border resistance, I suppose asymmetric border and divide the general border into two kinds:the border resistance from the old member states to the new member states, and that from the new member states to the old member states. Basing on empirical result of symmetric Gravity Model and asymmetric Gravity Model, the questions above are answered.The empirical studies show significant border resistance from the old member states to the new member states in 2000 with the Border Effect of 1.57, and less significant border resistance from the new member states to the old member states with the Border Effect of 1.25. In 2008, the Border Effect becomes insignificant. The validity of these results is verified by the robust test. The conclusion of this article is that the market segmentation between old and new member states is disappearing in recent years.
