Abstract


At present in our country, there are a lot of citys and areas have been spending a lot of time and energy on the study and researches in urban and rural basic public service equalization problem in their area. " The equalization of basic public services " in our country was put forward in Tenth National People’s Congress on the fourth conference in March 5,2006, in which the review by the national economic and social development eleventh five year plan compendium draft has first time to put forward the mission to realize the equalization of basic public service. Lijang as a famous tourist city in China’s southwest border which due to its poor economic level and the difference in the natural economy condition between city and country, the overall level of social development has emerged in the imbalance in the rapid development of market economy and the public service also appeared bigger difference in different regions.Based on Lijiang city is unique and has general representation of tourist city in the equalization of public service development, this thesas try to promoting the equalization of basic public services, which has based on the researches of related concepts of the equalization of basic public services and the literature review of related theories.In order to advance the target of processing Lijiang city basic public service, this thesis has analysis the current situation in the difference and the imbalance in the distribution in its basic public service supply ability in Lijiang City, which by the research of urban and rural basic public service equalization in Lijiang City.This thesis also puts forward to advance the basic ideas, system reform, specific countermeasures and system security of urban and rural basic public service equalization, which at the combination of the equalization of basic public services in the actual situation of Lijiang City, and to promotes the equalization of basic public service system and provides a theoretical basis and reference for decision making in the city and region such as the city of Lijiang and even western with similar developments.This thesis is mainly divided into the following five parts:The first part of this thesis mainly introduces the background, the important research value and practical significance of this thesis. And as well as the domestic and international research about the basic public service equalization.In the second part, this thesis has analyzes and summarizes the present situation of the domestic and foreign scholars researches on the equalization of basic public services, describing the concepts of basic public services equalization of basic, in addition to the Chinese characteristic socialism theory, the research of this problem in Marx theory and also the foreign related theory, which at the understanding of present situation in domestic and foreign research.The third part mainly analyzes the status and non-equal phenomenon in the development of basic public service in Yunnan province, and on which basis to find the reason for the non-equal phenomenon.The fourth part discuss and put forward the method and ways to solve problems by introducing the successful cases in domestic and foreign the equalization of basic public services and analyzing the basic public services in Lijiang city on the basis of the current situation in the last chapter.The fifth part puts forward the equalization of basic public service policy system and security mechanism on the basis of above four chapters, which accord with the practical status in Lijiang and can works more effectively.
