Abstract


With the rapid development of science and technology, the constant change of the mode of economic growth, economic development, showing a strong regional characteristics, and regional innovation capability has also become a decisive factor in the regional economy to gain competitive advantage and regional competition participants competitiveness of important flag. Chongqing as one of the four municipalities in 2010, has been selected as one of the five core cities in China, is a true western leading city, shoulder the important task to lead the western path of innovation and development. Given that investment in science and technology and the strength of the output capacity is a key influence regional innovation capability, innovation and technology resources are prevalent in the current the Chongqing regional innovation system development process inadequate investment, fragmentation, duplication of investment, inefficient configuration phenomenon, serious The obstacles to the construction and development of a the Chongqing regional innovation system. Therefore, it is necessary to in-depth understanding of the Chongqing regional innovation system construction and development of the status quo, especially investment in innovation and technology resources within the regional innovation system, co-ordination and optimal allocation of resources as well as innovative technology configuration, the efficient use of survey analysis, and in based on the characteristics of the Chongqing regional innovation system and technology needs of social development, combined with the practical experience and research results, through appropriate mechanisms designed to motivate each of the main elements in the region to strengthen cooperation in the regional innovation system resources optimal allocation, cooperation, sharing, and improve the efficiency in the use of scientific and technological resources. Firstly, the use of principal component analysis of the 144 designated by the China Science and Technology Development Strategy Research Group Innovation Index, obtained this nine main component indicators, respectively, for the research and development of the full-time staff equivalent government investment in science and technology, the number of high-tech enterprises, expenditure on education, the number of medium-sized industrial enterprise technical centers or institutes five inputs indicators and technical market transaction volume, the invention patent authorization number four output indicators \innovation efficiency empirical analysis and the results are as follows: input-output efficiency analysis shows that the evaluation of the relative efficiency of the regional innovation system Chongqing value θ = 0.87, less than 1, indicating that non-DEA effective regional innovation system in Chongqing. Chongqing value of θ is the smallest of the four θ relative to the other three municipalities, Chongqing City, the efficiency of regional innovation lowest; scale efficiency analysis results show that the incremental stages of Chongqing regional innovation system is still in its scale, has great potential for development; difference between the amount of analysis results indicate a lead to the Chongqing regional innovation inefficient as well as to improve the efficiency of the desired improved amplitude. Third, to improve the direction given by the difference between the amount of analysis, exploration can implement policies. Combined with previous research, quantitative policy indicators, focus of RD subsidies based on the government of the supply chain strategy. Finally, the combination of the difference between the amount of analysis and quantitative analysis of the conclusions, given the theoretical support for the government's policy control rationalization proposals.
