Abstract


After the reforms, a scientific and democratic decision-making becomes the objectives of public policy in China but also new requirements for government decision-making. Think tanks in the modern government decision-making have a great supporting role in scientific and democratic decision-making. Thus, investigating official think tanks which grow up under China’s political culture and a special decision-making system on how to participate in government decision-making and investigating the mechanism of its influence government decision-making are important to the basis of policy decision-making and the practice of a scientific and democratic decision-making.The paper starts with the relevent concepts of think tanks and introduces the development course of official think tanks. It focus on deeply studying mechanisms of government decision-making, proposing the policy networks and knowledge utilization are decisive factors in influencing the decision-making.Then,it investigates the main problems of decision-making and explores causes of them in detail. Finally, it putts forward ways to solving problems according to those causes. That only updating the decision-making system, the concept of decision-making and optimizing the personnel structure of official think tanks, think tanks exert its influence better.The paper uses research methods of combination of normative analysis and empirical analysis, reviews relevant literature, applying empirical analysis, trying to make the official think tanks out of the woods and providing possible methods for influencing government decision-making effectively.
