Abstract


With the the country vigorously strengthen the construction of information technology and e-government , China 's e-government has become an important part of the national construction . The proposal is an important way for CPPCC members to fulfill their political participation responsibilities to various places of the country , at all levels of local government departments are actively promoting the implementation of the proposals for information technology , and achieved significant results . CPPCC proposal management information processing system is not only the full realization of the proposals received , audit, feedback work can be resolved to a large extent the proposal the number of copies , to handle the tedious process of shortcomings . A good system but also to achieve the scientific management of the proposal , such as classification , retrieval , and statistics . This efficient mode of operation can streamline workflow while proposals for the Commission to pay more attention to the improvement of the quality of proposals increased CPPCC members of the public efforts . The system according to the needs of the current proposal work , based on the actual work characteristics of the Hubei Provincial Committee , Jiu San Society , on the basis of the original proposal database , re- integration of resources , and to develop a detailed documentation rules and business process diagrams , remove excess links with UML modeling tools and establish a registered user uploaded proposal , proposal feedback , proposals retrieval process based motion handling process model and optimized to coordinate work between sponsors and administrators . The realization of the above functions , can help the proposal management personnel tracking control proposal progress , improve work efficiency , more open characteristics also promote the process of democratization of society . The system design and development strictly follow the idea of software engineering and modern design patterns using UML system modeling , language development using C # on the Microsoft systems and server platforms . Of the Hubei Provincial Committee Jiu San Society proposal management information system has been put into use in the first round of testing , they have basically meet the needs of the Hubei Provincial Committee of Jiu San Society 's proposal also provides for the construction of the other online the proposal information management system learn from the experience .
