Abstract


The E-government is a novel technology of computer application, which is to realize the electronic government public administration and social service function. And E-government also plays the role as the tech foundation of government administrative system reform and realizes the transformation of government functions.e-government intranet is a private network for the information transmission, covering the whole national government agency, to be the Infrastructure of the government affairs informatization. Application of Electron Government meets the staff’s requirement of the government information,as transacting some business. However, e-government intranet has to face very big risk, such as intrusion, Trojan horse, virus, while some applications are accessing. And we consider that the backdoor may be controlled to Operation,of intranet, and cause enormous Accident of the informaion out of Control or the equipment fault. It is important cause of information loss and the unauthorized access,which is the operation such as incorrect manipulation and unauthorized access.so, the access faces the new challenge of maintaining the integrity, timeliness, accuracy of e-government information network. It becomes an urge problem to guarantee the access of the service as well as the security of the e-government network. In allusion to all the issues mentioned above, to ensure the safety of assessment to government agency, the design proposed in this thesis combined with the specialized e-government UKey is capable of satisfying the unified secure access authentication to the government agency network. It takes the specialized digital ID as the authentication evidence to allow the passed users to do the recourse access control and security audit. After accesss, to ensure the safety of government Intranet any information terminal of the government hall and government office must be inserted digital identity certificate, enter the appropriate password for authentication before access to government Intranet. At the same time, the system can use UKey users for resource access control and security audits to implement the link and identity authentication.
