Abstract


Currently, competition in comprehensive national strength is reflected in science and technology competition. Implementation of the Technology Award is a long-term national policy. And it is conducive to the macro-control of the technological development. Implementation of the Technology Award is the performance of respecting knowledge and talent. On the basis of summaring existing reseach of the domestic and foreign experts and scholars, this paper analyzed the development of post evaluation theory and methods. Then it establishes a set of evaluation index system of the scientific and technological achievements after award-winning. And the paper anlysises the follow-up impact of the scientific and technological achievements. And in case analysis of scientific and technological achievements after award-wining of Shanghai in 2006-2008, the paper evaluates the development of scientific and technological achievements of Shanghai by using the indicator system and expounds the evaluation process. After the analysis of evaluation, it generalizes the impact on scientific and technological value, economic and persistent effect made by scientific and technological achievements of Shanghai. And then it gives the recommendations about the future management of the development of scientific and technological achievements of Shanghai.
