Owing to its advantages of large traffic volume, fast speed, punctuality, safety and so on, the urban railway transportation has become the minion of modern metropolises and is gradually shouldering the backbone function of the public transportation system. Traditionally, people is becoming conditioned to consider the urban railway transportation as the governmental public welfare projects, and take it for granted that the government should make up the operating losses of railway transportation. People do not always set about it from transforming the operation principle, and the research on profit model is not enough. However, the urban railway constructors and related functional management departments also customarily regard the urban railway as the shuttle buses, which do not start with operation organization and lack of perfect management system. Consequently, on the one hand, gigantic losses are made once the urban railway transportation starts; on the other hand, passengers always complain about the low punctuality rate, less traffic, long waiting time, short service time, unreasonable arrangement, congestion and so on. How to solve the global issue is directly related to the survival and developmental quality of the urban railway transportation in the future.Therefore, having based on the management theory of business process reengineering, applied the comprehensive integration and modern management method, combined the whole process of theory researching and practical activity, this project has comprehensively analyzed the operating status quo and management case of Nanjing Metro, and clarified the rooted contradictions and questions of Nanjing Metro operating management. It also puts forward that urban railway transportation should consciously adopts the processing management towards the passengers when its operation is in the implementation of organizational structure design. First, it is the adherence to passenger orientation, maximum satisfying the passengers’ needs and getting the profit; second, it is the adherence to value orientation, improving the economic efficiency; third, it is the adherence to people-oriented team type management, developing the team cooperate function. The eight steps, which is to provide the transportation service for passengers, are regarded as the core work of value recreation, and the management of costs, human resources, information management and brand management are the subordinate work. Therefore it will provide the best service for passengers, and get the corresponding benefit, including the economic benefit and social benefit of the enterprise.In order to reach the target, Nanjing Metro should construct the passenger orientation Operating Management mode through four aspects just as the profit model of the operating management, Customer Value, internal operation process and the guaranteeing measures. Only taking strict processing management in the metro network operation, can the aims of "orderly operation, increasing revenue and reducing expenditure, safe and comfortable, passengers’satisfaction" be reached. And then it can comprehensively enhance the profitability of Nanjing Metro.
