Abstract


Migrant workers are a particular social group in the transformation process from the planned economy to the market economy, from agricultural society to the industrial society in China. In the process of the New Rural Construction and building the Harmonious Society, the migrant workers play an important role. So, revealing the intrinsic link between migrant workers and the New Rural Construction has great practical significance. As the research object to China’s Migrant Workers and the New Rural Construction, This study explains how the migrant workers’ flow affected the New Rural Construction on the basis of the population migration theory, the human capital theory etc. And in the final, some scientific theory guides and decision-making references will be proposed about reasonable rural labor transfer and reasonable migrant workers’return.Based on the present macro background of the New Rural Construction in China and the development of modern agriculture,fully aware of the enormous socio-economic impact caused by peasant migrant workers, combining the special nature of Southwest migrant workers outflow the rural society, and making the impact of the outflow Farmer migrant workers place in the framework of the new rural construction, this study firstly analyzes the relationship between the flow of migrant workers and the New Rural Construction, then reveals the peasants out of land migration on the transmission mechanism of the New Rural Construction,from the perspective of micro and macro, economy and society, the combination of theory and Positive. Next comprehensively using the theory of population migration, human capital, information economics etc.this paper explores the impact mechanism of migrant workers to the product and production development, to the peasant life etc. in exported locale noted the use of survey data. In the last place, the paper puts forward some relevant policy recommendations situation for the current situation.The following main conclusion from the study:1.The flow of migrant workers makes the rational location and optimization of the social human resources come true,by the flow between the Rural and urban. Thus,the flow promotes the integrated operation and development of industry and agriculture, urban and rural, then realizes the Urban and Rural Development.2.Migrant farmers in southwest China has become the new growth of rural incomes, which lays the capital base for the New Rural Construction.3.The lifestyle of migrant farmers are affected by urban residents, and their traditional ideas has become history.4.The flow of migrant workers affects educational environment in rural areas directly or indirectly, come to the level of education in rural areas and the rural spiritual civilization.5.The democracy awareness of the villagers in Southwest of China has increased, which is in favor of the Grassroots democracy.6.However, the flow of migrant workers also brings some impediments of impede social progress and new rural construction to the local rural, which should be concerned and thought highly of by people from all sectors of society.According to the conclusions, this study proposes some policy recommendations increasing farmer income and promoting the new rural construction in the present and future period, such as develop the labor economy, expand the ways of the employment of migrant workers; increase investment in human capital in rural areas, Promote rural reform and improvement of education policy; promote the effective transfer of surplus rural labor, improve the overall quality of the rural labor force left behind; adopt preferential policies to encourage and attract migrant workers back to farmers; eliminate discrimination system to cleaning policy and innovation; innovate management and construction of grassroots democracy, perfect villagers autonomous mechanism.
