Abstract


China in modern times to complete the transition from a feudal society to a socialist society , the planned economic system to a market economy . Our government has the change due to the needs of the times and practice . Since the reform and opening up , China has successively carried out four large-scale reform of government institutions . 2004, Premier Wen Jiabao proposed to build a service-oriented government administrative reform objectives Subsequently, in a meeting of the National People's Congress on March 5, 2005 Tenth three meetings , Premier Wen Jiabao again building a service-oriented government written into the government work report , and the approval of the national People's Congress , become the will of the state . This shows that the construction of service-oriented government has become our government's reform objectives . Since the beginning of the 21st century , China is more closely linked with the world . China and Western countries also in the economic globalization , marketization trend of global government reform tides . In particular the establishment of the market economy in China , China and Western countries have many similarities in economic, social , cultural and other aspects , and even there have been many similar problems . Thus, although the public management of the level of development of China and Western countries there is a gap , but this does not preclude reference to the western public administration theory and experience during the process of government reform . The new public service theory is a new era of forward-looking public administration theory , many of the arguments that deserve serious consideration in the process of building a service-oriented government .
