LEO satellite mobile communication system since become an important branch of the global system for mobile communication system has been proposed. Because of the special low-orbit satellite communication system switching wireless resource scarcity, so reasonable, effective use of the satellite system resources has become the focus of access control research. This paper by contrast terrestrial mobile communications system and LEO satellite mobile communication system, a call admission control policy is designed for low-orbit satellite communication systems. By comparing several typical channel assignment algorithm, combined with the characteristics of low-orbit satellite system itself to design an adaptive channel allocation strategy. Adaptive channel assignment algorithm design has a very good performance in some users call arrival rate range, switching users can effectively reduce the rate of dropped calls, suitable for low-orbit satellite mobile communication system using in OPNET simulation validation,. Interstellar routing policy is also an important element in the LEO satellite mobile communication system research. The dependence of the ground mobile communication system, the system in order to reduce the mobile satellite communication system must be introduced ISLs. LEO satellite mobile communication system in order to keep up with the pace of development of terrestrial mobile communications system, more convenient, flexible, and efficient communication between mobile users, the system must have a strong star treatment and exchange capacity. STK simulation tools by analyzing the different orbital inclination satellite constellations on the ground covering the ability to select the orbital inclination of 30o 24 star system to build a satellite interstellar link model. OPNET simulation platform for the system to build a model of on-board processing and exchange. Through the analysis of several typical interstellar routing algorithms consider dynamic factors for the system design, a the dynamic interstellar routing algorithm based on minimum delay. In OPNET simulation, the dynamic the interplanetary routing algorithm has a smaller user call latency, and able to meet the the LEO mobile communication system needs.
