Abstract


Chinese tourism has developed at a high speed sinee1990s.Because tourism industry plays an important role in gaining foreign exchange income, stimulating domestic demands and promoting economic development both central and local governments attach much importance to its development and favorable policies to accelerate the tourism industry development are successively carried out. The sound situation combined with the favorable policies arouses the investors’favor to develop tourism. Tourism development activities gradually spread from areas rich in tourist resources to the so-called non-optimal areas which are lacking in tourist resources of high quality. However, academic circles haven’t paid much attention to this phenomenon. Most research work are just based on famous tourist areas which are home to rich resources, while very less relate to the non- optimal areas. From a theoretical point of view, the regional tourism development theory is incomplete without development theory on non-optimal area; from a practical point of view, the development practice of non-optimal area need a guiding theory urgently. It’s necessary to study on the non-optimal areas.Adopting the method of theory combing with practice, this paper study the conception,characteristics, the causes of its coming into being of non-optimal areas, analyzes the factors Influencing its development and its optimizing mechanism, probes the development theory basis and new development ideology. Also, the paper classified the non-optimal areas as five types according to their leading driven force of tourism development: the number of poor type, quality inferior type, Development of low-grade type, Geographical remote-type and Shadow type. In addition,the paper points out that because different areas vary in location, economic background, self-developing ability and the developing capital source, their development idea, tourist product and development strategy are different.Based on it, t he paper puts forward the development of strategic measures of non-optimal areas in the typical case of Mt. Lao E. Firstly, the author make the introduction of tourism profile including the geology, the landscape, the hydrology, the biology and tourism resources. And then, making the comparisons between Mt. Lao E and Mt. E Mei, analyzing the non-optimal tourism resource of the Mt. Lao E tourism district. Through the analysis above, the author drew the conclusion of the optimization measures of the non-optimal resource of Mt. Lao E tourism district, in order to look for the strategies of the sound development. The author expects the study will enrich the regional tourism development theory and will act as an directive role to the developing practice of the non-optimal area.
