Abstract


Since the early 90s of the 20th century, the world has launched a massive wave of corporate social responsibility movement to defend the interests of consumers, labor rights and environmental protection. These three public interests, as the core issues of corporate social responsibility, led to more and more public concern. The definition of corporation from the traditional role that shareholders were led to the maximize interests gradually being transferred to a "contract of the Commonwealth”, which was composed of multiple stakeholders. And it tended to the goal of diversification. More and more scholars and the public (include business world) have being accepted the point of view to implement the corporate social responsibility, which is even promoted to the height of being conducive to enhancing enterprise strategic international competitiveness.The interaction of Enterprises, non-governmental organizations, government, and citizens together constitute the modern society. An enterprise as an social economic entities plays an important role in the corporate social responsibility. The government as a provider of public policy plays a leading role. Although the enterprise is the mainstay of the implementation on corporate social responsibility, the influence of the government to the Enterprises on its developmental impetus and behavior is more essential. Therefore, it has important practical significance to study the relationship between government and corporate social responsibilities and to search rational methods of enhancing corporate social responsibilities by the government.This article describes the relevant points of view of corporate social responsibility. After the analysis of the government activities in corporate social responsibility in the United States, Europe, Japan and other countries, it emphasis the status quo of corporate social responsibility in our country, and opinions and suggestions how to promote corporate social responsibility in China in the future are put forward to our government.
