Abstract


Industrial Park is accompanied by rapid economic development of the product. The general development of the world’s industrial park began in the middle of last century, most countries in promoting the process of industrialization has been distinctive in the course of development of the park. It can be said, the park economy, which go beyond the social system, economic development and natural resource endowment restrictions on the special economic space form factor in the concentration of resources, lower production costs, enhance innovation capacity, improve production efficiency, enhance regional competitiveness, etc.Whether domestic or foreign, any more economically developed areas, are well developed industrial park areas. China is a developing country, is also a park types and quantities of the economy than any other country. Shiliu Da Party proposed to go a "high technological content, good economic returns, low resources consumption, little environmental pollution and human resource advantages into full play of the new industrialization path." As a commitment to restructuring and upgrading of local industrial park industrial development functions in expanding opening-up, adjusting the industrial structure, change the mode of economic development, promoting local economic development plays an equally important window, radiation, exemplary and leading role. However, in industrial park development process, the Government has always played an important role. Acts of government action, especially local governments leading to a certain extent and impact of the industrial park development. Therefore, how in the future construction of industrial parks in taking a scientific, high-performance path, how will the government building in the park code of conduct for up to sustainable development is already an urgent need to attract sufficient interest and attention problems.This systematic study and analysis of a successful industrial park at home and abroad of government behavior patterns; the same time, summed up in Xiangtan City Industrial Park to explore the development of government behavior problems and shortcomings, and conduct in-depth analysis, by comparing the successful experience of foreign industrial park; and Xiangtan Industrial Park for the construction and development of government action on key issues and put forward concrete proposals and measures, aiming to Xiangtan construction and development of industrial parks play a guiding role.
