Abstract


Hybrid rice was successfully bred and commercially used first in China. As hybrid rice seed is a kind of special commodity, three aspects should be focused on for its international trade. Firstly, hybrid rice varieties must adapt to the import countries’ecologic environment. Secondly, hybrid rice seed is a very important means of agricultural production, its international trade ought to be allowed by both the export and import countries. And thirdly, the seed companies should be qualified for seed international trade.By data collecting and seed companies investigating, we analysed the current export situation of hybrid rice seed in our country, the characterics of exported hybrid rice varieties; summarized the main international market of hybrid rice seed, agricultural resource and climate condition of import countries; and approached deeply the internal and external facters from different angles which restraind the development of export industry of hybrid rice seed. Based on above analysises, we try to pose some practical and effective strategies to promote the development of the export trade of hybrid rice seed:1.Seed enterprises should carry out sustainable development strategy and internationalization development strategy actively, the key is suitable varieties R&D and compound talent cultivation.Now hybrid rice seed enterprises who want to occupy import countries’ market always adopt varieties resource available to enter varieties region test in target countries and then extend them after being approved by target countries. The advantage of this method is we can fully make good use of varieties available and enlarge varieties extension scope. The disadvantage is varieties available may not adapt to local ecologic environment, lead to get half the result with twice the effort. Therefore, with policy permit, enterprises should research and develop varieties suitable to local environment. Its advantage is varieties bred can adapt to local ecologic environment well.On the other hand, in order to meet international trade’s requirement, seed enterprises should pay attention to the cultivation of compound talent with fluent foreign language as experienced rice and international market knowledge.2.Under the premise of protecting important seed resource, policies concerned should be clear and open. At the same time, export threshold for seed enterprises should be heightened to standardize seed export. Moreover, we should support excellent seed enterprises on tax paying, financing, etc.3.Government should cooperate enterprises to negotiate departments concerned of import countries, remove trade technology barrier and set up green passageway for hybrid rice seed export.
