With the development of economy and the accession to WTO, competition between companies becomes more and more fierce. Human resources are very important for Enterprises to gain a competitive edge, Human resources management concept has enhanced dramatically, especially the information technology for the development of human resources management has brought enormous opportunities.How to use the information technology to promote human resources management has become a hot topic.At present,China has been concerned about this. However, the foreign research and practice in comparison, there is still a big gap, especially in applying new technology and management concept for strategic human resources management, and fully utilize and develop human resources information. Therefore, researching our human resources management information system should have an very important value for applications.By researching modern domestic and foreign Human Resources Management of the basic theories and ideas, the important role and the development trend of human resources management, this article studies the current domestic and foreign human resources management and research applications and analyzes our human resources management information system in the practical application of a number of issues especially for Analysis and Design. Around the system’s business processes, functional requirements, non-functional requirements and performance requirements,By doing an analysis of requirements,this article studies human resources management information system development methodology and architecture design, meanwhile selecting the B/S architecture as the system architecture and detailed analyzing the system of rights management overall the structure of the system. On the basis of the above analysis, this article has designed the human resources management information system, with the development of three sub-modules of Performance Management, Training Management, and Attendance Management.
