Abstract


In the mature telecom markets, construction of automatic finance management system a key factor to improve the competitive strength for company operators, compare to the sub systems such as Charging System ,Sales & Accounting System, Customer Service System and Decision Support System, Sales & Accounting System is the most important.The system includes eight functions as follows: Collecting management,Accounting management , Statistics inquiring management, Material management , Customer suing treatment,Checking and system management. Colleting and accounting management are two important functional modules for the accounting system. Safety and feasibility should be considered adequately when the local Accounting system joins with other systems.The system uses object- oriented analyzing and designing methods to implement the detailed design,using the component system design,its business regulations accord with which meets the theory of accounting,As it is a inner system of industry,its function also has particularity of telecommunication industry. It is developed by java programming language and uses Oracle as database. J2EE platform based Web sphere is also used in the system,its architecture is B/S,system uses the way of overall construction that from top to bottom,the total data uses the integrated data store,network uses the agreement of TCP/IP protocol. The system is composed by accessing system, service system, database system and has a safe. reliable and extensible interface to outer system.This new Financing System will meet the demand of customers more flexibly ,improve the quality of services and management in company,enhance market competition. It also provides a platform,on which operators can make and carry out various sales strategies and charge policies. It will have practical values and theoretical significance to the improvement of economics and social benefit to the company.
