Abstract


Television is one of the most important inventions which had impact on the human society, politics, economy and cultural life of the Twentieth Century. Entering in the university in the past 30 years or so, the TV media in Colleges and universities is bearing heavy responsibility of publicity and education, communication, serving the staff and students teaching and researching, as well as the basic function of achieving inheriting and sublimating the campus culture, etc.Although there are some papers studying the college TV media, few of them conduct comprehensive and systematic research from the theory and practice perspective. The main problems of campus TV are following:1) personnel problems: full-time staff shortage, professional level not high, lack of exchange;2)equipment problems:lack and backwardness of equipment, unreasonable resource allocation; 3)audience problems:program content being monotonous, a serious loss of audience; 4)service problems:the service for teaching and researching not in full place; 5)management problems:the less-standardized organization and the less-strict management system.The television media problems are mutually staggered, mutually contained, mutually influenced, so it is project of a system if wanting to solve the problem thoroughly, which should combine the problem solving with the future developing.The author put forward several more comprehensive ideas of the following:1.organization construction:the college TV media belonging to public college media department, establishing a person in charge system, improving management system, build a good team.2.integrating resources:building platform, strengthening exchanges, appropriating commercial value.3.service:grasping and outstanding "localization", following the principle of closing to the audience and promoting public force, enhancing quality, teacher-student-oriented services, seizing the hot issues.4:vision:meeting the new media..The author suggest that the campus video, animation lab and other related media labs(if it had in institutions) are integrated effectively to set up a TV media base. It is an independent institution whose has is an ideal organization with clear responsibilities, rights and interests and ideal method to integrate the resources and build a platform.
