Abstract


Since 2007 years, following the industy-university alliance, the industry technology innovation alliance had been launched. Taking the perspective of the development result, the industy technology innovation alliance has gradually become the important organizational form for promoting the technological innovation, and for the joint innovation of enterprises, universities and research institutions. In order to ensure it plays better role in enhancing national technological innovation capacity and achieve the sustained development of China’s Industry Alliance, the government must interrupt in the establishment of the industy technology innovation alliance. So it has important practical significance to analysis the government behavior in alliance.Fistly, combined with group category and technical strength, we divided the alliance into three group category for leading companies, following companies and research institutions. We discuss the main target for participation, strategy selection and the factors impact on its strategy choice, which is the basis of the following models.Secondly, based on the above alliance theory, using the evolutionary stable strategy and replicator dynamic equation, this paper take the game models between leading companies and following companies, enterprise and research institutions, and analyze the equilibrium strategies. At last, it ultimately concluded that the formation of the alliance need government`s guidance and assistance.Thirdly, this paer take the governmet into the game theory and set up the game models between government and leading enterprises. Based on the analyzing the equilibrium strategy, this paper gives a detailed analysis about, under what conditions and what goals, how the government taking effective matters to promote the alliance to set up and run.Finally, with the conclusion of the Game analysis and the government controlling means, this paper gives targeted policy recommendations to the construction of Industrial Technology Innovation Alliance, which is based on three means: economic regulation, legal instruments and administrative measures. Economic regulation mainly concludes risk compensation policies and fiscal and tax policies; legal instruments is with the goal to protect the technology cooperation and innovation patentsand protect the interests of the distribution of the main objectives; taking the administrative measures is on four aspects: government procurement, improving the technology innovation environment, focusing on building the research team, and strengthening the scientific and technological achievements.
