Abstract


Based on institution and economics, this paper analyzes local government’s behavior deviation, reasons, the mode of urban development and operation and urban spatial development and evolution, and draws that the main reasons of local government’s behavior deviation are the inconsistent between property rights and powers under tax sharing system, performance evaluation system with GDP as a key factor and inherent defects of the land property rights system. The effects of urban spatial development and evolution under local government’s behavior deviation are general development intensity shows multi-peaks scattered drop from city center to suburbs, stage characteristics of development intensity and urban villages are obvious. intensive expansion of industrial land and high strength expansion of commercial and residential geographical co-exist. jumping and bust of urban spatial development strategy leads urban development fracture about urban general spatial development intensity; urban landscapes fragmentation, density of urban built-up area declines and serious loss of agriculture land about spatial landscape characteristics of urban fringe; urban infrastructure development is moderate frontal, welfare housing, public transport and non-productive public products development are lag about spatial development characteristics of public products; different market area with different urban primacy ratio, small and medium-sized city development are slow, urban and rural difference enlarges about city scale and urban and rural difference changing.
