Abstract


Power industry is an important basis energy industry for people’s livelihood, with the development of national economy and people’s living standards, the development of a higher power required. It is required for the electric power development to set a higher request.The distribution grid of Zhejiang Province is undertaking the important task of economic society development and the lives of the people.In recent years, the natural disaster frequency sent, particularly the typhoon,thunder and snow disaster severely effected on the distribution grid.How to take strong measures to prevent the impact brought with natural disasters on the distribution grid,has become an importane topic to all levels of departments.The distuibution grid has obvious features of wide distuibution,many equipment and low insulation level,which is easy damaged by lightning over-voltage accident.The service experience indicated that lightning accidents which threaten the security of electricity supply severely accounted for above 60% of the total distuibution grid accidents.The harm caused by the typhoon on the distuibution grid is huge. On August 10,2006,five years for a return of the super typhoon "Sangmei" landed in Mazhan,Cangnan,Zhejiang, Wenzhou grid suffered heavy losses,twenty-three substations,sixty-four 35kV lines and five hundred and sixteen 10kV lines outaged,the bases of two hundred and nine 35kV and above lines collapsed or tilted,more than one million bases of 10 kV lines broken,collapsed or tilted, two hundred and seventeen 10kV distribution transformers and two hundred eighty-six each kinds of switch were damaged.The power supply for one hundred fifty-three towns and two thousand seven hundred and ninety villages in Wenzhou were cut on the tyohoon night,and in particular power supply for Cangnan,Pingyang,Wencheng were nearly cut completely, the biggest load of Wenzhou electrical network dropped more than 1800000 kW suddenly.According to incomplete statistics,the direct loss of Wenzhou poewer grid caused by the typhoon nearly two millions. Snow disaster which impact on the distribution grid of Zhejiang Province can not be ignored.In February 2008, Zhejiang appear throughout to Blizzard, regelation thickness grew unceasingly, the disaster situation developed rapidly, and the phenomenon of large-scale lines broken or collapsed occurred.The power supply for one hundred sixty-four towns and five thousand five hundred and three villages in Zhejinag Province were cut by the snow disaster on February 2th, and people’s production and life were affected severely.This paper will analyze and summarize in-depthly the serious impact on the distribution grid of Zhejiang Province caused by each kinds of unexpected natural disasters such as the typhoon,thunder and snow disaster which appeared commonly in Zhejiang, propose the technical and managerial measures about pre-disaster prevention, disaster response and recovery in ord to Minimize the losses caused by natural disasters and maintain people’s normal production and living order.
