Abstract


The rights of minorities are ignored by the status quo has not been a fundamental change . This neglect is first a small number of people ill-defined , confused a few people and vulnerable groups . Vulnerable groups with economies in transition, the economic disadvantage body . A small number of people as a group, he is not just economic disadvantage , being discriminated against because of their religion, culture, tradition and reason , disenfranchisement , belong to a subordinate position for a long time in politics, culture, social life , social pluralism , and human the concept has not yet diversified and not enough of the product of conflict between the tolerance . In addition, we noted a progressive relationship between a few people and vulnerable groups . Once a few people , with the changes in the social development and people's attitudes will gradually enter the category of vulnerable groups . Vulnerable groups because of the further development of society , the progressive realization of their dominant position , which is the process of social progress . A small number of people with the majority , each of these areas will be the so-called majority and minority , as defined herein , few people are in the minority under the rule of the majority , are in a disadvantaged minority . The author in the first part of a small number of people from the connotation and extension of the two parts to be defined , to clarify perspective of this research are discussed followed by the nature and content of the rights of the minority , which minority rights may have been violated should be protected . The second part describes the reasons of the protection of minorities , minority majority \The third part of the article with two examples of previous theoretical part explained after the theoretical protection formed the fourth part of this article , discusses how to protect the rights of the minority from both static and dynamic . The epilogue is triggered by the author from the protection of minority rights is equal to death thinking, focusing and re- emphasizing the Government's responsibility and personal responsibility is the basis of a small number of people to be equal to exercise their rights .
