Since 1995,after the first recruitment of college graduates as "Village Officials" in Jiangsu Province, other places have actively explored some good methods in doing this and accumulated some valuable experience. Our party’s definite decision and direct leadership pushed "Village Officials" into a stage of large-scale construction. With the further development of "Village Officials Project", all kind of problems began to appear. It’s quite urgent and necessary for us to study this issue from policy, system, individual qualities and find out the solutions to these problems.The thesis begins with the track of "Village Officials Project", firstly probes into its positive effects, that is, enlarging employment, strengthening primary party organization’s construction, providing a substantial number of talents, quickening the process of building new villages. Then, combined with the interviews of several "Village Officials" and analysis of piles of materials, it points out the main problems in carrying out the project. It includes three aspects:First, the main problems in its policies; Second, the main problems in their jobs, Third, Village Officials’ psychological problems. Finally, the thesis deeply analyzes the causes of these problems and puts forth some suggestions to solve them. That is, the relative departments should strengthen the management and training of these "Village Officials", correctly select,direct and send talents; primary organization should make every effort to optimize Village Officials’working conditions;improve Village Officials’ comprehensive qualities in order to promote the development of "Village Officials Project" smoothly.
