Abstract


As the important power to promote economic of china, small and medium-sized enterprises exist fanacing problem because of the weak point of themselves. That problem maybe ruin the enterprises. Because of the charictor of the small and medium-sized enterprises, and the information asymmetry phenomenon, the bank and the private capital away from the enterprises. The the small and medium-sized enterprises difficult fanacing from Policy bank, and the guarantee company also meeting some problems. If the two means can run efficiently, it will be the most resolve small and medium-sized enterprises fanacing problem.In the first place, this text will introduce the define and how to help small and medium-sized enterprises about fiscal investment and loan program.①And then, presentation the small and medium-sized enterprises and the fanacing problem. In the second place, tell us the significant of the the small and medium-sized enterprises, but it need the government take more action in FILP. In the third place, analysis the problem of the FILP, and thinking how to solve it. Only in that case ,can reverse the situation.The three policy bank in china lost their duty on help the small and medium-sized enterprises, the aid cannot meet the demand. Sometimes, the policy bank enter in free competition capital market, lead to bad competition and influnce. Here suggest the Chinese government borrow ideas from German and Japan, set up the policy bank only for small and medium-sized enterprises. Meanwhile, complete the guarantee company, also will be effective measure. This text aim to supply references for FILP.
