Abstract


The so-called equalization of basic public services, is the masses basic public services, equality of opportunity, suffered interests broadly consistent and have greater autonomy. Its essence is that the people across the country to live together, seeking to develop the basic material and cultural life of the general equality, and national interests, and these are the responsibility by the government, and to provide protection. To achieve an ideal state of basic public services to understand the basic level of public services they enjoy are the same, it should be from three aspects, namely: between regions, between urban and rural areas and between the individual residents. Party Congress report, the narrowing of the gap between regional development must focus on the equalization of basic public services and to guide the rational flow of factors of production cross-regional. This important principle from our reality, the basic objective of reducing regional development gap and promote coordinated regional development in the next ten years. However, to achieve equalization of basic public services depends on two aspects of the enthusiasm that the central, provincial, municipal finance and county finance enthusiasm. Our existing 24 counties, more than 46,000 township, county and township general budget revenue, accounting for 1/3 of the the nationwide local general budget revenue accounted for 40% of the general budgetary expenditure, county and township finances financial operation of the entire country has a pivotal impact, it is to implement the principles and policies of the state finance in the county within the scope of the organizers and perpetrators, but it also directly related to the completion of the local finance and even the whole country budget revenue and expenditure tasks. The county and township has gathered more than 900 million people, accounting for 70% of the country's total population, which determines the grassroots political power of counties and townships in the promotion of economic development, promote social stability and progress to shoulder the important mission. Therefore, the trend of equalization of basic public services, county public finance structure how to optimize became the problem must be explored. This article through the analysis of the theoretical basis of the public finances, the basic connotation, the concept of the basic characteristics of public finances as well as the county level, characteristics, types and basic functions; analysis of the meaning of the equalization of basic public services, content and functionality, as well as from the following three aspects, namely the total supply of basic public services in rural areas, the basic situation of the public finances of the current county level, county public finance troubled reason to analyze the trend of equalization of basic public services under the current situation with the plight of the county finance, proceed from the perfect public budget management, improve the county public financial management system reform and development of the rural economy to start to explore a way out of the county public finances out of the woods.
