Abstract


With the rise of high-tech , high-tech industrial development has become a State or regional economic development measure , countries and regions have come through the development of high-tech industries to enhance regional competitiveness and economic development . In recent years, high-tech industry in Yunnan Province has also been rapid development, but in the eastern region and the domestic large gap remains . We know that the high-tech industry is the core of innovation, and a source of innovation is the ability to take the initiative of human capital. As high-tech industry has a knowledge -intensive, technology -intensive features , in particular the requirements of human capital embodied in innovative human capital requirements. Therefore, the study of human capital on the development of high-tech industry has practical significance . This paper describes the high-tech industries and high-tech industries to the special requirements of human capital and human capital theory, the study of human capital and the mechanism of high-tech industries . Secondly , combined with the actual situation in Yunnan Province , Yunnan Province, high-tech industrial development on the data collected , modeling , calculation of physical capital , human capital and human capital level hi-tech industrial development in Yunnan contribution rate , and draw the following conclusions : ( a ) in the high-tech industry in Yunnan 's total active , human capital ( human capital and human capital ) the role of the role of physical capital than large . ( 2 ) the role of human capital externalities significantly . Again, according to empirical analysis and comparisons of high-tech industries in Yunnan underdevelopment, and analyzes this shortfall is due to lack of human capital , lack of funds , lack of technological innovation and other aspects of causes. Finally, the lack of human capital for high-tech industrial development constraints Yunnan -depth analysis of the causes , and how to better promote the use of human capital, the development of high-tech industry in Yunnan Province has made policy recommendations.
