Abstract


This article first introduced the basic content and operation of the system of the new rural old-age security system in Shanxi problems start from the structure of the Shanxi Province, the new rural pension system . That the new rural pension system in Shanxi run mainly the following problems : First , the development of rural social endowment insurance imbalance ; second is the low level of old-age security in rural areas ; Shanxi public financial subsidies is too small, the lack of stable funding support . Shanxi new rural pension system operation problems and the unbalanced economic and social development in Shanxi , Shanxi new rural pension system should be a non - equilibrium model . Different county should select a different mode , the first implementation of the poverty-stricken areas the mode of combination of family pension and government pension benefits ; second class economically developed areas to implement the self - pension and Social Security Model for combined protection mode ; third type of medium developed areas in the implementation of the community pension and social Security Model for combined protection mode ; fourth category underdeveloped areas the implementation of family support and community care model combining protection mode . Shanxi new rural pension system run sustainability , the key lies in its institutional support system is sustainable. However , due to economic development, population mobility , an aging population , and commercial insurance to enter the rural market and other factors , will change the main trends of change are: protection will no longer be limited to the elderly rural residents basic material life support ; protection level will increase as the social and economic development , raising the level of payment ; protection level will be gradually county-level co - ordination to the city , provincial and rural development ; forms of protection will become more diversified with the diversification of the pension needs of farmers , but the final development and changes in the general trend towards the integration of urban and rural protection mode .
