Abstract


As the climate warms, China weather and climate extreme events changes the frequency of extreme precipitation events becoming much firmer. Extreme weather events, especially extreme precipitation events brought urban waterlogging, landslides, floods and other disasters occur frequently, not only seriously affect agricultural production, causing casualties, building and property losses, but also because the infrastructure lifeline system for natural calamities cause paralysis disruption of social and economic activities. This also highlights the weather forecast technology, disaster assessment, disaster management, etc. \How to deal with frequent extreme weather, to be placed in government, society and the people in front of an important topic. Hunan is one of China's meteorological disaster-prone and hardest-hit provinces, under conditions of climate change, affecting the province's meteorological disasters and their derivatives disasters are: storms, floods, flash floods geological disasters, drought, cold damage and continuous rain, frost, high temperature heat damage, windstorm, hail, lightning disaster, fog harm, haze, forest and grassland fires. Due to heavy rains which caused flooding rainfall, flash floods geological disasters, cold with rain and other disasters is particularly prominent. To further reveal the characteristics of climate change and extreme precipitation in Hunan Province, this paper presents the concept of hazard precipitation, precipitation data from the past 50 years the use of pairs of Hunan hazard spatial and temporal distribution of rainfall, the causes of disasters are described, according to its disaster features will hazard type of precipitation into rain floods, flash floods geological disasters, such as three types of low-temperature continuous rain.
