Abstract


Garbage market in China is still in its infancy , the relationship between the garbage disposal stakeholder coordination to rely more on administrative measures, rather than economic relations , the state has adopted a series of economic and legal policy since divorced from the reality of the situation , but can not play a positive role . In this paper, by analyzing the garbage external economics and environmental ethics principle on the basis of China's urban living garbage disposal fee charging policy status quo , combined with the experience of the foreign city life garbage fee system , to seek real garbage fee system suitable for China's national conditions system , increasing the adaptability of our municipal solid waste issues , and ultimately of municipal solid waste reduction and resource recycling . This article total of four parts . The first part is mainly garbage fees in China Overview the connotation of MSW , MSW term , the positive significance of the connotation of MSW charging system , garbage fee system for waste management described and analysis. Connotation of municipal solid waste fee system involves the analysis of the meaning of the definition and characteristics of municipal solid waste charging system , briefly discussed the positioning of the MSW charging system . City garbage fee implementation of the garbage disposal to raise funds , and promote the transformation of the management system and enhance the environmental awareness of the public , and gradually achieve the purpose of waste reduction have a positive effect . The second part is to analyze the current situation of China MSW , pointed out that there is the problem . This section also briefly introduced the practice in the the city provinces and garbage charges the United States and Germany, and what 's revelation this system . The third part discusses how to build a city garbage fee system , from the concept of the legislation , in principle , the choice of charging methods described . The last part , in front of the discourse on the basis of the analysis , put forward a sound legislative proposals of the Chinese MSW level from the system design level , theoretical construct specific implementation aspects .
