Abstract


Twenty-first century the rapid development of information and communication , the Internet widely available , personal information, known as the 21st century's most valuable resource. Personal information can not only provide the basis for government decision-making , but also through commercial utilization can then generate profits. Personal Information once it has been found that the commercial value , which means it will face a variety of violations. Consumers in the consumption process to provide your personal information, operators may put consumers' personal information into a \Currently, there have been a large number of community information to sell homeowners , investors information , business people information , owner information , telecommunications subscriber information , the phenomenon of patient information , and the formation of a new industry . Misuse of personal information, a large number of consumer behavior not only violated the legitimate rights and interests of consumers , but also disrupt the tranquility of life of consumers . However, China has failed to protect consumers' personal information legislation, leading to consumer misuse of personal information , the consumer is difficult to obtain relief . In view of this , the paper protecting consumers ' personal information for the study in an attempt to examine some countries and regions on the basis of the relevant legislation , proposed the establishment of the legal system to protect consumers' personal information concept . This paper describes the protection of consumers 'personal information is important to reflect on the protection of personal information of consumers' current situation and problems of the protection of personal information of consumers obstacles , then more systematic introduction to the European Union , the USA, Japan, and our Hong Kong, Taiwan legislation to protect consumers' personal information model, the main system and its significance in China , and on this basis put forward China consumer personal information protection legislation preliminary ideas , including legislative mode and main content.
