Abstract


Parole as an important penalty system , and to promote the rehabilitation of offenders , judicial relief , establishing offender re-socialization of the bridge to ease prison pressure , saving the execution cost functions . Applied correctly to protect the criminals and human rights will play an active role to achieve the purpose of punishment . However, due to legal shortcomings of the system requirements and set the substantive and procedural aspects of the system in the judicial practice is not well-suited to many problems . All along, the system of legal theory and practice to give a high concern . Empirical research methods , by actual criminals applicable parole statistics , interviews , trying to find out from the system in the practical application of various aspects of the problems and shortcomings of its existence and the cause analysis . On this basis , the proposed legislative level to modify the substance of the parole conditions require , the distinction between \perfect the parole applies the operation mechanism of the evaluation mechanism Prisoners parole supervision missions during the test mechanism to put forward their own proposals .
