Abstract


The frequent issues on food security and the serious consequences in recent years have drawn people’s attention to the food security problems, which in turn will bring the attention to the quality and security of various aquatic products. Facing this fact, supervision on the quality and security of aquatic products must be improved continuously. In addition, China is the world’s leading manufacturer and exporter in aquatic products and occupies a large share in the international aquatic products trade. Against the world financial crisis, the government should enhance the theory on the supervision of quality and security of aquatic products to ensure the quality and security so that we can maintain our products advantages and competition advantages. In other words, further study on the laws and regulations of supervision on the quality and security of aquatic products is a feasible study.The paper discusses systematically about the basic theory of China’s supervision on the quality and security of aquatic products. In terms of the basic legal theory, this paper concentrates on the fishery right theory, the theory of security value and interest and interest system theory. From the economics theory point of view, coupled with the instruction of information asymmetry theory, competition advantage theory and core competitiveness theory, this paper gives suggestions on the exploration of the mode of China’s supervision on the quality and security of aquatic products and the improvement of specific laws and regulations. Additionally, this paper also refers to the advanced experience of the United States, Japan, European Union and Norway in the supervision on the quality and security of aquatic products.Based on the current situation of the supervision on the quality and security of aquatic products in Hubei Province and the study of the current problems and typical reasons for the problem, the paper analyzes thoroughly the basic problems and proposes a new supervision model in China’s supervision on the quality and security of the aquatic products. The new model, with the name of systematic supervision model, is improving the following four aspects:perfecting the administrative supervision, strengthening the social supervision, intensifying the technology supervision and establishing the information supervision. Generally speaking, this new system aims at improving the supervision through strengthening the major powers in supervision, emphasizing the technology support, and making the best use of informational instruction.Ultimate realization the dynamic and seamless control of China’s aquatic products quality and safety.In conclusion, this paper comes up with the relative laws and regulations for the systematic supervision model and emphasizes the basic concepts in accord development, social ethics and development. This paper puts forward the specific design for the relegations in the major supervision powers, standards, procedures, responsibilities and emergency relief. With the instruction of laws and regulations, the work of the supervision on the quality and security of aquatic products will be conducted smoothly.
