Abstract


After the second world war, with the economic development and social progress, people all over the world in the right consciousness gradually revive, the country of government information publicity comprehensiveness, accuracy and timeliness of the requirements in the world to improve gradually, and the disclosure of government information in the great efforts, and made great achievements, the disclosure of government information system in some developed countries to mature.China’s government information publicity in such regulations promulgated by the international background and implementation. The promulgation and implementation of the regulations, conforms to China’s conditions, adapted to the country’s economic and social development present situation, also reflects the will of the people, it is the trend of The Times. But in China, the government information publicity work process of some concrete problems not only depend on an ordinance of party and government, but also need the scientific community leaders, the active participation of ideas.The article is divided into four chapters, main content as follows:The first chapter of government information and the first such basic concepts of governmental information publicity in details, and the disclosure of government information of the subject, object and open manner of full-text laid the basis of discussions, Secondly analyzed emphatically on the disclosure of government information system theory.The second chapter to the United States, Britain and Japan etc. Mainly developed countries in the world on the disclosure of government information of the historical development, and summarizes the disclosure of government information system in all the difficulties in the process of development of general characteristics.The third chapter major events from south demonstrated insufficiency, the publicity of government information from the snow and the wenchuan earthquake events demonstrates the disclosure of government information achievements.The forth chapter is analyzed, and the disclosure of government information ordinance and the main content of the disclosure of government information of the ordinance and pointed out its social significance in theory and system design. The fifth chapter offers further perfecting the disclosure of government information system.
