Abstract


With the deepening of China's political reform and urbanization process moves forward , municipalities system as an important part of the central and local power relations , the increasingly prominent role in the new round of reform layout fulcrum . Whether it is from the Chinese administrative divisions adjustment needs, or from the view of the strategic vision of regional economic integration , municipalities regime change undoubtedly plays a key role indeed affect the global . This article focuses on the perspective of the central and local power relations on the municipalities system of the rule of law . First of all , to the the history main line to tell the municipalities, institutional changes . Formation of municipalities formed through the Ancient , Modern and contemporary three time mode as well as the municipalities of the administrative status and set norms and history interludes in which central and local power relations . Secondly , through the perspective of Western scholars and to the relationship between central and local government as the starting point to evaluate the status and role of municipalities in the country in which the . Western scholars in this field has developed a large number of the general theory , combined with China 's specific national conditions and a lot of useful insights based on their experience . Again , the municipal system of the rule of law and the building of local government general idea . Clear the legal basis under the framework of the principles of the Constitution , and the goal of modern municipal system of the rule of law in Shanghai , for example . Subsequently for the current municipalities political organization of administrative authority , the rule of law and active supervision defects are given the idea of the rule of law .
