Abstract


Today, the culture has penetrated into all aspects of social life, and create excellence in management organization generally have their own strong organizational culture, health supervision institutions is no exception. But the national health law enforcement culture theory research started relatively late, over a longer period of time, health culture theory research and law enforcement is not widely attention, is only in the 1990 s, the theoretical research on the culture of health law enforcement articles referring to some newspapers and magazines. Due to the lagging of theory research, the lack of proper theoretical guidance of health law enforcement's cultural construction, the construction and development presents a state of disordered scattered. This article used the knowledge of the basic theory of health law enforcement and culture as the breakthrough point, combined with the generation and development of health law enforcement and culture phenomenon and the status quo of perspective, it analyzes the health law enforcement spirit culture, system culture, behavior culture and material culture theory and practice, in the new era of health law enforcement of water culture and the national health law enforcement present situation has carried on the thorough discussion, puts forward the policy thinking and measures of health law enforcement and culture construction Suggestions, help solve practical problems encountered in health supervision and management activities and application problems.
