Abstract


Ours is an agricultural country has nine hundred million rural population, it can be said that only understand China's rural areas, in order to understand China; Only by addressing the realities of rural issues in order to solve China's problems. In the current building a socialist harmonious society and building a new socialist countryside in the background under the rural issues become critical period of social transition. To solve rural issues, it must be carried out in our country in a thorough and persistent rural modernization reforms, while most of the modern political reform as the main content. Political reforms to modernize and expand democratic participation is an important symbol. In traditional societies, political and democratic participation, and often only a few of the social elite, whereas in modern country, farmers began to become politically involved in the country's political participation and expanding a turning point. Marxism holds that society participation in national, state and social recovery of social constraints prevent the abuse of state power state of the three ways. Public authority as a social one villager autonomy is an important constraint force of state power, and the villagers' autonomy is this three pathways important manifestations. This article will villager autonomy as a research starting point, the villagers autonomy and related content in-depth analysis, summed up the villagers autonomy phenomena of alienation and its Public Law necessity and theoretical foundation, the last from the Constitution the angle made with the administrative regulation pathway. This paper is divided into three chapters. Chapter I: Overview of Public Law villager autonomy. From a legal analysis of the level of power, state power and social meaning of public authority and relationships, and the concept of village autonomy, origins, theoretical basis for the analysis, simultaneous analysis of the villagers autonomy for Public Law Theory basis. Chapter Two: Public Law of Villagers' Autonomy reason.
