Abstract


Military research institutions undertake information technology for the military and national economic construction mission responsibilities , limitations due to the special regime , the military research institutions of modern management concepts and level is lagging behind. However in recent years , in order to achieve the goal of building an innovation -oriented country , the state of scientific research institutions , including the army , including the research units proposed to the \function \In this paper, a method of theory and empirical analysis of the actual approach to public management in the application of information technology and performance management theory, and information management theory, closely actual military research institutions , drawing on the experience of enterprise information management practices on military research institutions how to use modern information management tools, an effective solution to the information management department scattered from building construction to the overall change in collaborative problem effectively enhance the innovative R \u0026 D capabilities , large-scale production capacity and technological achievements efficient conversion capabilities, ensure that the military organizational strategy research institutions to achieve the objective , exploratory research . This paper focuses on the military research agency information management situation, put forward from the system, system , three aspects of information management systems , joint construction of a modern information management environment countermeasures , clear information management goal: improve and optimize the allocation of resources, effectively promote the accumulation of knowledge and research and innovation ; promote the standardization of production management and standardization ; adequate and sustained mobilization and researchers play the enthusiasm and creativity ; substantial increase innovation capability and competitiveness as a symbol of military research institutions organizational performance .
